1. Create a New image at 800x600 with a White background. Put down some Floating Text with a Pattern Fill and a 1 pixel Width Black Stroke using the following settings.
Settings used:
- Font Name = Your choice — I used Ringbearer
- Size = 175
- Width = 1
- Create as = Floating
- Anti alias = Checked
- Stroke = Color | Black
- Fill = Pattern | Paper
Press Ctrl+Shift+P to Promote Selection to Layer.
2. Go to Effects | Artistic Effects | Enamel... and use the Default settings.
Press Ctrl+D to select none.
3. Duplicate the current layer. Go to Adjust | Blur | Gaussian Blur... and blur by 2. Set the layer blend mode to Multiply with an opacity of 85.
Duplicate the current layer. Set the topmost layer blend mode to Dodge with an Opacity of 50.
4. Hide the Background layer, then merge the visible layers. Press Ctrl+A, Ctrl+F, then Ctrl+Shift+F to create a text selection.
Make the Background layer active, then create a New layer. Go to Selections | Modify | Expand... and expand by 2. Press F to activate the Flood Fill Tool, then fill the selection with White.
Make the Background layer active, then create a New layer. Expand the selection by 3. Flood Fill the selection with Black.
Hide the background layer, then merge the visible layers. Use Color Balance to change the color to your choice.
